You don't have to set up an account with MiPermit to pay to park, but if you don't register you'll have to supply information like your vehicle registration number every time you park. You can register for a MiPermit account via the app or online portal after paying to park for the first time.
It's free to register for MiPermit and to download the app. There is a 10p per session convenience charge on top of the normal parking tariff charges when you pay to park using MiPermit.
