School streets
What is a School street?
School Streets stop access to vehicles outside a school at drop-off and pick-up times.
School Streets aim to create an environment around schools that is:
- pleasant
- safe
- child-friendly
We also want to encourage more families and children to travel to school.
The benefits of School streets?
School Streets reduce:
- moving traffic on the road outside the school
- eases parking pressures
- helps to reduces air quality pollutants outside the school entrance
School Streets are a main part of our commitment to keep all children safe on their travel to school.
This aligns with West Yorkshire’s Vision Zero goal of zero road deaths or serious injuries by 2040.
Wakefield currently has 14 School Streets across the district.

More about School Streets
A Traffic Regulation Order (TRO) is a legal rule that stops traffic from using certain roads near a school at busy times. These times are usually at school drop-off and pick-up and can be different for each school.
During these times, the road becomes a walking and cycling zone.
Most vehicles are not allowed to enter the street unless they have a permit or are exempt.
Only the Police can enforce a School Street. If a driver enters without permission during restricted times, they may get a fine.
Funding
The first 14 School Streets were paid for using money from the Government’s Active Travel Fund.
Future School Streets will depend on:
- how well the current ones work
- whether more funding is available
Safety
A risk assessment has been done on the walking routes between Park and Stride areas and the school.
Studies from across the UK show that School Streets do not increase road safety problems when they are put in place.
Permits and exemptions
During School Street hours, vehicles cannot enter unless they:
- have a permit, or
- are exempt
Permits are given to:
- residents who live on the School Street and need to access their home or garage
- schools, which get a set number of permits. Headteachers can give these to:
- staff who need to travel during restricted times
- pupils or parents with a medical or mobility need that would stop the child from getting to school without a permit
Exempt vehicles include:
- Emergency services
- Doctors or NHS staff visiting patients who live on a School Street
- Delivery vehicles
- Council or utility vehicles doing road or repair work
- Vehicles used by the school to transport people
When School Streets operate
School Streets run Monday to Friday, all year round.
Road signs show:
- when the restrictions apply
- the times for each school (these can vary)
Park and Stride
Park and Stride areas are places where parents and carers can:
- park their car
- walk the rest of the way to school with their child
This helps keep roads near schools safer and quieter.
Residents and businesses
Homes and businesses on a School Street will receive three access permits.

People should still try to avoid driving during restricted times. If they must drive, they should go very slowly to help keep children and families safe.
Anyone who drives in a School Street without a permit during restricted times is breaking the law.
