Selling to the council

​​​We purchase a wide range of goods, works and services, and our processes follow national public procurement legislation. From 24 February 2025, most new procurements will be carried out under the Procurement Act 2023, which introduces a simpler and more flexible way of buying goods and services across the public sector.

We continue to use a range of compliant procurement methods, including quotations, tenders and collaborative arrangements. Opportunities are advertised through YORtender, our official procurement portal. Registration is free and provides access to all our advertised opportunities.

Working with Wakefield

Supplier early payment scheme

To support businesses, especially small and medium sized enterprises (SMEs), we offer an optional early payment scheme called Working with Wakefield.

The scheme provides the option for approved invoices to be paid earlier than standard terms, helping suppliers improve cash flow and build strong ongoing relationships with the Council. Larger suppliers can also participate in return for a small agreed discount.

What it means for suppliers
For each new opportunity, we will provide clear documentation explaining the relevant rules, requirements and the process to follow for that specific contract. These documents are being streamlined to make bidding easier and more accessible.

Any business wishing to supply goods, works or services to the public sector will need to register on the central digital platform.

Registering on the platform will:

  • Simplify the bidding process
  • Allow you to reuse core business information for future bids
  • Give you access to public sector opportunities nationwide

Standard Terms and Conditions for the Provision of Goods and/or Services

These standard terms and conditions apply to the purchase of goods and/or services by the Council, except where the Council specifies (either as part of a competitive procurement process or otherwise) or agrees in writing to different terms and conditions, or where a purchase order is issued following a call-off from a Framework Agreement or Dynamic Purchasing System.
