Description: Please provide: 1. Any legal advice, guidance, briefing notes, or internal correspondence which sets out the legal basis for: o the £40 per poster charge referred to in Item 15 of the policy; o the Council’s authority to impose or recover such charges; and o any reference to “fixed penalty notices” in relation to election posters. 2. Copies of any internal guidance, procedures, or policy documents explaining: o how responsibility for election posters is attributed to a candidate, agent, political party, volunteer, or supporter; o the evidential standard used before charges are issued; and o circumstances in which charges would or would not be pursued. 3. The total number of: o election posters removed by the Council; o invoices, charges, or fixed penalty notices issued; o invoices or charges paid; o invoices or charges cancelled or written off, for each election year from 2018 onwards. 4. Copies of any template invoice, fixed penalty notice, warning letter, or enforcement correspondence used in relation to election posters/materials. 5. Copies of any Equality Impact Assessment, proportionality assessment, risk assessment, or review undertaken regarding enforcement of the policy against candidates, agents, political parties, or members of the public. 6. Copies of any internal correspondence or meeting notes discussing difficulties in enforcing the policy due to inability to identify the responsible person(s).
