Regulatory Challenge Panel

The Independent Regulatory Challenge Panel reviews complaints about health and safety advice given by inspectors from the Health and Safety Executive or Local Authority. If you believe the advice is incorrect or goes beyond what is necessary to manage the risk effectively, the panel can investigate.

The panel is made up of independent members who have the expertise to check regulatory advice.

Before contacting the panel, it is recommended to first try resolving the issue with the inspector and their manager. You should then go through our corporate complaints procedure.

You can find the inspector's contact details on the visit report sheet. This will be provided after the inspection or at the bottom of any correspondence.

What to expect – the panel's role

  • your issue will be put before panel members who will review it thoroughly and inform you of its findings
  • the panel will only consider cases from 30 June 2011 onwards and the outcome will be made available on the Health and Safety Executive website
  • the panel is advisory, and the regulators will respect the independence of the panel

If you are still not satisfied you can complain to The Local Government Ombudsman.
