Policy Reasoned Justification
   
Introduction
1.1 This Volume outlines the technical justification for the policies incorporated in the Plan. It provides an explanation of how the policies have been derived in the context of Government Planning Policy Guidance and socio-economic trends experienced in the District, which affect the planning of its development. It also demonstrates how the policies give substance to the aims and objectives of the Plan.
1.2 The policies set out in Volume 1 and included in this Volume, provide the main statutory framework for the site specific land use proposals incorporated in Volumes 3, 4 and 5, and for controlling development. The reasoned justification and additional supporting text in this Volume, assist the understanding of the policies and constitute a material consideration in the control of development under the provisions of the Plan.
