Welcome to the Wakefield Metropolitan District Unitary Development
Plan First Alteration.

The Unitary Development Plan (UDP) First Alteration was adopted by the Council on 17 January 2003 and it provides the statutory land use plan for the District until 2006. It identifies land suitable for housing, industry, retail, or other uses, and sets out the policies for assessing development proposals and protecting the environment. It provides the basis for determining all planning applications.

The UDP has been adapted for viewing via the Internet as part of the Council's initiative to improve access to its documents and encourage wider involvement in their preparation and review.

The following comments are designed to help first-time users get the most out of the UDP whilst on-line. First-time users are advised to read through this guidance before using the site and may find it useful to keep a printed copy to hand.

 

Where to Start

The UDP consists of two parts, a Written Statement and the Proposals Maps. The Written Statement sets out all of the policies and proposals including all the land allocations. The Proposals Maps show the boundaries of the proposals and allocations on a map base. The best place to start is with the Proposals Maps.

You will notice when you enter the site that the main MAP WINDOW appears on the right-hand side of the screen and the MAP LEGEND appears on the left-hand side of the screen, with links to the Written Statement and the Proposals Maps in the top left-hand corner. Clicking on the words, "See Written Statement" will display the Written Statement in the main window. To move between the Written Statement and the Proposal Maps use these links or use the Forward and Back buttons on your browser toolbar.

Links have also been established in the Written Statement and on the Proposals Maps to help you move quickly between the two parts of the UDP. These links are always indicated by the cursor changing into a pointing finger symbol. In the Written Statement, links are also highlighted blue and you will need to click on these underlined blue features to activate the link. A more detailed explanation is provided in the following sections.

 

How to use the Proposals Maps

The opening page of the Proposals Map displays an All Maps diagram of the District that prompts you to select one of the Northern, South East or Western Area Proposals Maps, or a particular Inset Map or Green Belt Infill Settlement.

When you click on an area in one of the Area Proposals Maps a new overview map is displayed that shows that area divided into grid squares. Clicking on a map tile will show the UDP detail. The right hand scroll bar will help you to view the full contents of the map tile if it is not fully displayed on the screen. A diagram will show all available map tiles at the top of the screen and you can navigate between map tiles by clicking on them on this diagram. Alternatively you can move around the area by clicking on the navigation arrows around the edge of the active map tile.

When you select a particular Inset Map or Green Belt Infill Settlement from the drop down list on the All Maps diagram the map is displayed showing the relevant UDP detail. Inset Maps show the proposals and land allocations for individual town centres. Green Belt Infill Settlement maps show residential infill boundaries for specific settlements located in the Green Belt. If you select Wakefield City Centre an overview map is displayed. Select a map tile to see the UDP detail and navigate around as outlined above. You can also select Inset Maps and Green Belt Infill Settlements from the three area overview maps. The relevant maps can be selected directly from the list displayed or accessed through the appropriate map tile. Once in the map tile you move the mouse to the area covered by the Inset Map or Green Belt Infill Settlement where it will change to a pointing finger and you can click to access the map. There is a Back to all maps link on all the overview map windows and a Back to overview map on all the map tile, Inset Map and Green Belt Infill Settlement map windows.

 

How to use the Written Statement

The CONTENTS page lists all the Volumes, Topics and Community Area Proposals sections in the Written Statement. Links indicated in blue will take you direct to Volume 1 (Development Strategy and Policies) or any section in Volumes 2, 3, 4, or 5. At the beginning of each topic or community area section links allow you to go direct to sub-sections.

Once in the text you can use the right hand scroll bar to move through each section of the document, or you can use the links at the head of the page to access the contents page or return to the beginning of the active section of the document.

The Guide to Policies in the Policy Framework section in Volume 1 provides links direct to individual policies in Volume 2 (Policy Reasoned Justification). There are links direct back to policies from Volumes 3, 4 and 5 (Area Proposals), where individual proposals to allocate land are identified in accordance with the policy context.

 

Using the Written Statement and Proposals Maps Together

Each proposal in Volumes 3, 4 and 5 (Area Proposals) of the Written Statement provides a direct link to the Proposals Maps. Clicking on the proposal reference number will open the relevant map or map tile.

On the Proposals Maps most land allocations or notations (those with individual proposal reference numbers) provide direct links to the Written Statement. These will be indicated by the cursor changing to a pointing finger and can be activated simply by clicking the mouse in the active area of the reference number label. Details of other allocations or notations can be accessed through the Legend, which shows all the notations used on the Proposals Maps. Clicking on the notation panel will take you to the head of the relevant section in Volume 2 of the Written Statement. Clicking on the words "See Proposal Maps" will take you back to the Proposals Maps All Maps page.

If you wish to read the text alongside the map, click the in new window link below the relevant "See Proposals Maps" or "See Written Statement" options to display the opening page. Alternatively, you can click any link within the Proposals Maps or Written Statement with the right mouse button and select Open Link in New Window or Open in New Window to see the relevant map or section. You will be able to move and size the windows as appropriate.

Opening successive windows without closing them down may affect the speed of your machine. Consequently you are advised to close windows down once you have finished with them.

 

Other Functions

Clicking on the Guidance Notes link above the Legend will bring you back to this page.

Clicking the Back button on your browser toolbar will allow you to go back to a previous window.
