Local Development Scheme 2017

We are currently preparing a new statutory development plan for the district called the Wakefield District Local Plan 2036. The following consultations have occurred to date:

Early Engagement and Call for Sites – October to December 2017

Initial Draft – January to February 2019

We are currently preparing the Publication draft of the plan. Unfortunately, due to the current Coronavirus emergency, the Publication consultation scheduled for May 2020 has had to be postponed until October 2020. Postponing the consultation will delay the submission of the draft plan to the Secretary of State for Examination until early 2021, and the adoption of the plan until early 2022.

Local Plan Progress

Here we will provide up to date information about the progress being made in preparing the Local Plan in relation to the Local Development Scheme.

Current statutory development plan documents (also known as the Local Development Framework:

Core Strategy Development Plan Document

The document was adopted by the Council on 15 April 2009. It was delivered in accordance with the LDS 2007, except that the receipt of the Inspector's Report was delayed by a month due to additional hearings being held in December 2008. These hearings were held to enable all parties to prepare and present further evidence requested by the Inspector. The estimated date for adoption of the document by the Council was 31 March 2009.

Development Policies Development Plan Document

The document was adopted by the Council on 15 April 2009. It was delivered in accordance with the LDS 2007 and ahead of the estimated date for adoption which was 30 April 2009.

Site Specific Policies Local Plan

The document was adopted by the Council on 12 September 2012. Early stages of the document were delivered in accordance with the LDS 2007. The estimated date for adoption was July 2010 but this slipped to September 2012 due to:

  • Core Strategy – There were a number of strategic issues in the Core Strategy and Development Policies documents that would impact on the content of the document. These issues could only be clarified after the documents were adopted

  • Regional Spatial Strategy – The Government published The Regional Spatial Strategy – The Yorkshire and Humber Plan – The Plan (RSS) in May 2008. The RSS covers topics such as housing, employment land, transport and regeneration and identifies the scale of growth, locations for growth and infrastructure needed to accommodate growth. All LDF documents have to conform to the RSS and therefore it can have a significant impact on the preparation of documents. The RSS stated that we are required to provide a significant amount of additional land for housing which has to be shown in the document

  • Growth Point – In 2007, we expressed interest to the Government about becoming one of the country's Housing Growth Points. Following Government approval in July 2008, we needed to identify up to 20% more land for housing

To take account of these factors we published a further consultation draft of the document in August 2010. The Submission document was published in February 2011 and submitted to the Secretary of State in August 2011.

Central Wakefield Area Action Plan Development Plan Document

The document was adopted by the Council on 17 June 2009. It was delivered in accordance with the LDS 2007 and three months ahead of the estimated adoption date of September 2009.

Waste Development Plan Document

The document was adopted by the Council on 9 December 2009. It was delivered in accordance with the LDS 2007 and five months ahead of the estimated adoption date of May 2010.

Retail and Town Centre Local Plan

The Local Plan was adopted on 18 January 2017.

Leisure, Recreation and Open Space Local Plan

The Local Plan was adopted on 18 January 2017. 

Made Neighbourhood Plan

Walton Neighbourhood Plan was made and adopted by the Council on 13 April 2016 and forms part of the districts statutory development plan.

Local Development Documents

Community Infrastructure Levy

The Community Infrastructure Levy Charging Schedule was approved by the Council on 20 January 2016. The charges were implemented on 1 April 2016.

Wakefield City Urban Design Framework Supplementary Planning Document adopted as a Supplementary Planning Document by the Council on 4 October 2017

Street Design Guide Supplementary Planning Document

This document was adopted by the Council on 18 January 2012.
