Many local Authorities have developed a Charter to acknowledge the joint working relationship between the two tiers of local government. Its purpose is to highlight how a principal local authority and town and parish councils will work in partnership.
It covers the relationship between the principal local authority and town and parish councils and gives details of general working practices for achieving improved partnership working, the process of preparing and implementing community strategies, information flow and dialogue between the two tiers of local government.
The Town and Parish Council Liaison Group have developed such a Charter which was approved by Cabinet on 12 April 2011.

Code of Conduct
The Localism Act 2011 and associated Regulations, requires all principal councils and town and parish councils to adopt their own local Code of Conduct, which sets out rules for how its Members and Co-opted Members should behave.
