The Management Board will scrutinise, monitor and review:

Management

  • act as the general interface with the Cabinet for all Overview and Scrutiny issues
  • make sure the work of the four overview and scrutiny committees is in line with Council priorities and the committees operate effectively
  • agree the Annual Work Programme and oversee the progress of all scrutiny activity
  • manage any working groups set up to examine major cross-cutting, district-wide issues
  • make recommendations to Full Council, Cabinet or any other body on matters which affect local people
  • collaborate with partners, stakeholders, and the public to include external points of view in scrutiny work
  • check the West Yorkshire Combined Authority’s (WYCA’s) impact across the district.  Invite Wakefield’s WYCA scrutiny members to address the Board
  • approve the Overview and Scrutiny Annual Report, before its submission full Council
  • manage, develop and champion the Council’s overview and scrutiny function:
    • as a vehicle to provide the following for the people of the Wakefield District:
      • constructive challenge
      • public accountability
      • improved outcomes
    • as a forum to consider evidence and different views and respond to public priorities;
    • to promote confidence and greater involvement in local democracy;
    • to review requests made through the Councillor Call for Action. Assign members to the Scrutiny Panel for that review. They will also agree on the details of the review;
    • to periodically review and evaluate the effectiveness of the overview and scrutiny function; and make recommendations to Full Council, as necessary

Budget and Policy Framework Development and Review

  • assist the Council and the Executive in the
    • development of the Budget and Policy Framework by in-depth analysis of policy issues
    • development, implementation and review of strategic priorities and policy
  • review the impact on service delivery and outcomes for the people of the district
  • consider and respond to any proposals from the Executive as part of the development of the budget and policy framework
  • seek the views of Cabinet Members, Corporate Directors and Directors on matters that affect their area
  • work with national, regional or local organisations, for the benefit of local people

Scrutiny

  • Review and scrutinise;
    • the performance of the Council in relation to the objectives and priorities identified in the corporate plan
    • the performance of Council services
    • how outcomes, impact and value for money are being measured.
    • important decisions made by the Cabinet, Cabinet Members or Officers in any of the Board's functions
  • commission external scrutiny reviews
  • make recommendations based on the findings of the scrutiny process. Keep Council Members informed about the work of the overview and scrutiny function
  • monitor the implementation of Cabinet and Council recommendations
  • examine any new laws, policy, or national advice that relate to the Board's mandate, and analyse how they impact the Council
  • examine the performance of joint authorities working for the Council. Invite Elected Members serving on them to speak to the Board
