The committee is the designated crime and disorder committee and will scrutinise, track, and review:

Climate Change

  • the work of the Climate Emergency Programme Board;
  • the delivery of the Council’s ten-year Climate Change Action Plan;
  • work being undertaken to make the Council a carbon neutral organisation before 2030, taking into account both production and consumption emissions;
  • how the Council is working with public and private sector bodies to achieve zero carbon for the entire district by 2030
  • the Council’s practices, policies, and procedures to develop an understanding of emission impacts on the District;
  • planning for ways to help communities become more resilient to the impacts of climate change
  • learning from best practice in other cities;
  • how recommendations made by Cabinet and Council are reducing carbon emissions. This will be done while considering environmental responsibility, economic prosperity, and social equity

Biodiversity Emergency and Ecological Crisis

  • work to reverse the loss of wildlife habitats and look after natural areas in a more sustainable way
  • how the Council's policy for biodiversity net gain. This will ensure sustainable planning development that does not worsen the crisis
  • efforts made to improve parks and green spaces in the district to and enhance biodiversity in the district
  • the creation of a network of pollinator corridors
  • the promotion of biodiversity
  • the Council’s commitment to review:
    • the use of any harmful pesticides within the district
    • its success in implementing environmentally friendly grounds maintenance practices

Environmental Wellbeing

  • duties described / provided under the Flood and Water Management Act 2010
  • efforts made to address waste issues. This includes increasing recycling rates and reducing landfill costs
  • work undertaken to address issues relating to the streetscene and public open spaces
  • environmental enforcement

Safer and Stronger Communities

  • monitor and review how well the Community Safety Partnership is doing
  • measures undertaken to reduce and prevent crime and anti-social behaviour
  • measure to tackle domestic abuse and improve support to victims
  • issues relating to policing and community safety, including the work of the:
    • Safer Together Partnership
    • West Yorkshire Police and Crime Panel
    • the West Yorkshire Deputy Mayor for Policing and Crime
  • night time economy
  • community cohesion
  • services to Gypsy / Travellers
  • voluntary and community sector

Transportation and Highways

  • delivery of the West Yorkshire Transport Plan
  • transportation and Highways issues including:
    • network
    • connectivity
    • road safety
    • footpaths
    • public rights of way
  • what is being done by public bodies or partnerships such as the West Yorkshire Combined Authority to provide transport services in Wakefield that:
    • meet the needs of local people
    • are sustainable
    • reduce carbon emissions

  • review the effectiveness and performance of the Council’s management of its property assets;
