- The Council pass a resolution to make the street up.
- The Council approve a detailed scheme.
- Scheme is advertised and owners are told how much it is estimated it will cost them.
- Owners may object to the Council on certain grounds.
- Objections are considered by the Council.
- Objections not resolved are referred to a magistrates' court.
- If the court allows objections, the Council reconsider the scheme.
- If the court dismisses objections, the Council asks for tenders from contractors to do the work.
- The successful contractor carries out the work.
- When work is finished, owners are told how much of the cost they will actually have to pay.
- Owners may object to the Council on certain grounds.
- Objections are heard by the magistrates' court.
- Accounts for payment are rendered.
- Appeal may be made to Minister of Transport, on certain grounds.
