What does the panel do?
The Housing Needs Panel is made up of representatives from local Agencies. The Housing Needs Panel can:
1. Recommend and award housing priority for people in need.
2. Commission new build accommodation in partnership with Housing Associations.
3. Nominate to Housing Associations in the District.
The Housing Needs Panel can consider the following applicants:
1. People with complex medical needs or those being discharged from hospital.
2. People with complex mental health needs who have a worker from a Community Mental Health Team.
3. Young people leaving care and other young people with support needs.
4. People with moderate-severe learning disabilities.
5. People requiring move-on from supported accommodation.
6. People with very complex support needs or dual diagnosis.
Referrals
- You cannot refer yourself to the Housing Needs Panel.
- Referrals need to be made by a social worker or other professional who is working with you.
- All referrals must be sent to the Housing Solutions Team:-

- Professionals wishing to make a referral must attach assessment and care planning documentation which provides evidence of a pressing housing need.
- Emergency referrals will need to be dealt with quickly so in certain circumstances, applications can be fast tracked.
Decisions
- The Housing Needs Panel will consider the most suitable accommodation to meet the needs of the applicant.
- Applicants will be informed of a decision within 3 working days of the panel meeting.
Appeals
- If you are unhappy with the decision of the Housing Needs Panel you can appeal.
- The appeal must be in writing.
- All appeals will be investigated and a response made in writing within 20 working days.
