The Civil Contingencies Act 2004 requires category 1 responders to prepare jointly a Community Risk Register.  This is published by the West Yorkshire Resilience Forum on the West Yorkshire Police website. 

However, in 2003 the Council prepared its own Hazard Identification and Assessment in advance of the statutory requirement and this was updated in 2004.  The model the Council used to undertake this work was subsequently adopted as the best practice in the guidance accompanying the Act.   The latest version of the assessment is available in 'Downloads'.
