Fixed penalty notices

Fixed penalty notices (FPN) generally deal with environmental offences such as litter, graffiti and dog fouling. These can be issued by local authority officers such as Neighbourhood Patrollers and Dog Wardens and other authorised officers.

FPN payment

You have fourteen days from receipt of the Fixed Penalty Notice. The early payment period is the initial 7 days.

If payment is not received within fourteen days, we will refer the matter to the courts for prosecution of the original offence.

You can pay for your FPN:

Online

Go to the Capita - online payments website (opens in a new window).

This online payment service website is secure and enables you to pay your Council bills using any debit card or some credit cards. The service is free of charge and is available 24 hours a day, 365 days a year.

Please allow up to FOUR days for the payment to be received by Wakefield Council.

Automated telephone payments (ATP)

Telephone payments can be made using most credit and debit cards, 24 hours a day, 365 days a year. Just telephone 0845 603 1539 and follow the simple instructions.

Please ensure that you have your invoice and credit/debit card ready. 

By post or in person

You can pay by sending a cheques and postal order payments.  Please ensure that they are payable to WMDC and quote the Fixed Penalty Notice on the reverse. DO NOT POST CASH.  Receipts will only be sent if a stamped addressed envelope is enclosed.

This office is open Monday to Friday 08.30-16.00 (excluding Bank Holidays)

When might an FPN be issued?

Examples of offences where a Fixed Penalty Notice (FPN) may be issued include:

  • littering (including littering from a vehicle)
  • graffiti or fly posting
  • dog fouling or not controlling a dog
  • nuisance vehicles for repair vehicles on the highway
  • selling vehicles on the highway
  • failure to produce Waste Transfer Notice
  • failure to produce Waste Carrier Licence

Receiving a penalty notice does not mean that you have received a criminal conviction. The FPN is given instead of a prosecution in court.
