In accordance with The Local Authorities (Members' Allowances) (England) Regulations 2003, the Council was required to convene an Independent Remuneration Panel on Members' Allowances. The terms of reference of the Panel were as follows:
- To consider issues relating to Members' remuneration and expenses.
- To make recommendations and provide advice to the Council.
