Committees

Decisions not taken by the Leader or Cabinet are taken by committees made up of councillors.

The following committees have nominated ‘chairs’ who have special responsibility for making sure that decisions are taken correctly:

Overview and Scrutiny

The decisions of Cabinet are subject to examination by a different group of councillors who meet on overview and scrutiny committees to check and monitor what the Cabinet and partner organisations do.

The Council has five separate overview and scrutiny committees, each with a nominated chairperson:-

  • Corporate Performance - Cllr Ron Halliday
  • Social care and health - Cllr Betty Rhodes
  • Skills, enterprise and work - Cllr Kay Binnersley
  • Community Safety - Cllr Laurie Harrison
  • Lifelong Learning - Cllr Monica Graham

Audit Committee

The Audit Committee has an important role to play in overseeing the Council’s corporate governance arrangements and is responsible for approving the annual statement of accounts on behalf of the Council.

Standards Committee

The Standards Committee deals with allegations of breaches in the Council’s Code of Conduct for Councillors. The Committee provides training and guidance to councillors and officers to help maintain high standards of conduct in carrying out their duties and responsibilities.

Planning Committee

The Planning Committee consider and determine applications received for development within the district in line with established protocols and guidance relating to town and country planning, development and building control and conservation.

Licensing Committee

The Licensing Committee recommends to Council for approval the Statement of Licensing Policy (under the Licensing Act 2003 and the Gambling Act 2005)

There are also three Sub-Committees each with a nominated chairperson which deal with individual Licensing Applications:-

Regulatory and Appeals Committee

The Regulatory and Appeal Committee determines applications for, or the revocation or suspension of, Hackney Carriages and Private Hire Licenses.
